Japan's two biggest airlines replaced below-par lithium-ion batteries on their Boeing Co. 787 Dreamliners in the months before separate incidents led to the technologically advanced aircraft being grounded worldwide due to battery problems.

Comments from both All Nippon Airways, the new Boeing jetliner's biggest customer to date, and Japan Airlines Co Ltd point to reliability issues with the batteries long before a battery caught fire on a JAL 787 at Boston's airport and a second battery was badly charred and melted on an ANA domestic flight that was forced into an emergency landing.

ANA said it changed 10 batteries on its 787s last year, but did not inform accident investigators in the United States because the incidents, including five batteries that had unusually low charges, did not compromise the plane's safety, spokesman Ryosei Nomura said on Wednesday.

JAL also replaced batteries on the 787 “on a few occasions”, said spokeswoman Sze Hunn Yap, declining to be more specific on when units were replaced or whether these were reported to authorities.

ANA did, however, inform Boeing of the faults that began in May, and returned the batteries to their manufacturer, GS Yuasa Corp. A spokesman for the battery maker declined to comment on Wednesday. Shares of the company fell 1.2 percent.

Boeing spokesman Marc Birtel said the airplane maker could not comment as the U.S. National Transportation Safety Board (NTSB) has indicated this is now part of their investigation.

LITTLE HEADWAY

The New York Times earlier quoted an NTSB spokeswoman as saying the agency would include these “numerous issues” with the 787 battery in its investigations.

Under aviation inspection rules, airlines are required to perform detailed battery inspections once every two years.

Officials are carrying out detailed tests on the batteries, chargers and monitoring units in Japan and the United States, but have so far made little headway in finding out what caused the battery failures.

Japan's transport ministry said the manufacturing process at the company which makes the 787 battery's monitoring unit did not appear to be linked to the problem on the ANA Dreamliner that made the emergency landing.

The NTSB said on Tuesday it was carrying out a microscopic investigation of the JAL 787 battery. Neither it nor the Japan Transport Safety Board has been able to say when they are likely to complete their work.

The global fleet of 50 Dreamliners - 17 of which are operated by ANA - remain grounded, increasing the likely financial impact to Boeing, which is still producing the aircraft but has stopped delivering them, and the airlines that fly the Dreamliner.

Boeing is due to report its latest quarterly earnings later on Wednesday, and ANA posts its earnings on Thursday. ANA shares rose 0.56 percent on Wednesday.

Shootings wound 8 from Hermosa to South Shore









At least eight people were shot across Chicago overnight, including two men wounded at a West Side gas station where a clerk was slain last summer, authorities said.

The men, 31 and 34, were sitting in a car in front of the gas station in the 3300 block of West Washington Boulevard in East Garfield Park around 10:30 p.m., according to police.

Someone parked a van in the street, got out, walked up and shot them, police said. They were taken to Stroger Hospital and were expected to survive, police said.

In July, a clerk was shot and killed at the station about two hours before his shift was to end, according to police and the man's family.

In other shootings:

• About 2 a.m. a 26-year-old man was shot above the knee after he stepped onto a porch in the 2200 block of West 71st Street in the West Englewood neighborhood to smoke, police said. He was taken to Advocate Christ Medical Center and was reported stable.

•  Someone inside a car shot at a 37-year-old man in the 2400 block of West Huron Street in the West Town neighborhood about 12:15 a.m., police said. He was taken to Stroger Hospital.

•  Another man, 38, was shot while driving in the 7200 block of South Champlain Avenue in the Park Manor neighborhood about 9:45 p.m. Monday. He crashed into a pole after suffering a wound to the lower back, police said, and was taken to Advocate Christ Medical Center.

• Just before 9 p.m., someone shot a 23-year-old man in the abdomen in the 8300 block of South Carpenter Street, police said. The man was taken to Advocate Christ Medical Center from near 83rd and Morgan Street, where he had walked after getting shot.

•  A 26-year-old man who had been shot in the right arm in the 2100 block of North Tripp Avenue in the Hermosa neighborhood was found a couple blocks away on Fullerton Avenue around 7 p.m., police said. He was taken to Advocate Illinois Masonic Medical Center in good condition, police said.

•  A 20-year-old man was in serious condition after someone shot him in the back in the 6200 block of South Artesian Avenue about 5:10 p.m. Monday in the Chicago Lawn neighborhood.  He was taken to Mount Sinai Hospital, according to the Chicago Fire Department.

Yahoo sees revenue climb this year, but long road ahead


(Reuters) - Yahoo Inc forecast a modest uptick in revenue for the current year as it revamps its family of websites but Chief Executive Marissa Mayer warned it would be a long journey to revive the Internet company's fortunes.


In Yahoo's first financial outlook since Mayer became CEO in July, the company outlined a plan to trigger a "chain reaction of growth" by overhauling a dozen of its online services to increase the amount of time users spent on its websites.


It also pointed to strength in its search advertising business and progress made in improving its internal operations.


Yahoo's shares were 3 percent higher in after hours trade after the revenue projection was disclosed during an analysts conference call, shedding some ground after earlier rising as much as 4.5 percent.


But weakness in Yahoo's display ad business, which accounts for roughly 40 percent of the company's total revenue, caught some analysts by surprise.


"While the road to growth is certain, it will not be immediate," said Mayer, a former Google Inc executive and Yahoo's third full-time CEO since September 2011.


Yahoo said that revenue, excluding fees it pays to partner websites, will range between $4.5 billion and $4.6 billion in 2013, implying an annual growth rate of 0.7 percent to 3 percent.


Finance Chief Ken Goldman also warned investors to expect "an investment phase" in the first half of the year, which he said would impact profit margins.


"What was clear from the call is that this is a long-term turnaround story," said Macquarie Research analyst Ben Schachter. "We shouldn't expect anything to just snap back and correct itself."


During the fourth quarter, Yahoo's net revenue increased 4 percent year-on-year to $1.22 billion, as search advertising sales offset a 10 percent decline in the number of display ads sold on Yahoo's core properties.


Mayer said the decline was the result of less activity by visitors to its popular websites, such as its Web email service, and to a lesser extent due to users accessing the Web on smartphones, where Yahoo's ad business is not as strong.


Efforts to revamp its mobile properties, begun last year with a redesign of the photo-sharing service Flickr, remain on track, said Mayer, noting that Yahoo now has 200 million monthly mobile users.


"From a monetization perspective this is still a very nascent source of revenue for us. With any platform shift, revenue always followed users and mobile will be no different," she said.


Mayer took over after a tumultuous period at Yahoo in which former CEO Scott Thompson resigned after less than 6 months on the job over a controversy about his academic credentials and in which Yahoo co-founder Jerry Yang resigned from the board and cut his ties with the company.


Yahoo's stock has risen roughly 30 percent since Mayer took the helm, reaching its highest levels since 2008.


Part of the stock's rise has been driven by significant stock buybacks, using proceeds from a $7.6 billion deal to sell half of its 40 percent stake in Chinese Internet company Alibaba Group, said Sameet Sinha, an analyst with B. Riley Caris.


Yahoo said it repurchased $1.5 billion worth of shares during the fourth quarter.


The company's fourth-quarter net income was $272.3 million, or 23 cents per share, versus $295.6 million, or 24 cents per share in the year-ago period.


Excluding certain items, Yahoo said it had earnings per share of 32 cents, versus the average analyst expectation of 28 cents according to Thomson Reuters I/B/E/S.


For the first quarter, Yahoo said it expects revenue, excluding partner website fees, of $1.07 billion to $1.1 billion, trailing the $1.1 billion that Wall Street analysts expect on average.


Shares of Yahoo were up 59 cents at $20.90 in after-hours trading on Monday.

Mayor: New Orleans deserves Super Bowl spotlight


NEW ORLEANS (AP) — A 20-story-high mural of the Lombardi Trophy, affixed to the glass exterior of a bustling hotel that was once a shattered symbol of Hurricane Katrina's devastation, rises like a beacon above the expansive white roof of the Superdome.


The Super Bowl is back in the Big Easy, finally, after 11 years, giving New Orleans a spotlight of global proportion to showcase how far it has come since Katrina left the city on its knees and under water in August of 2005.


"The story is much, much bigger than the Super Bowl," Mayor Mitch Landrieu said Monday afternoon. "This is a story about the resurrection and redemption of a great American city.


"The Super Bowl gives us an opportunity to reflect on where we've been and where we're going."


From 1970 to 2002, New Orleans was a regular host of the Super Bowl and hopes to become one again. This Sunday, when the Baltimore Ravens meet the San Francisco 49ers in the Superdome, the Crescent City will host the NFL's marquee game for the 10th time, tying Miami for the most of any city. If all goes well, it hopes to get back in the rotation.


Jay Cicero, president of the Greater New Orleans Sports Foundation, said his group will ask the NFL for permission to put together a bid for the 2018 Super Bowl, coinciding with the city's celebration of its 300th anniversary.


It is that history, which produced a colorful culture driven by a mix of European, Caribbean and African influences, that makes New Orleans such an attractive Super Bowl city, noted political consultant James Carville said.


"This is not just a city. This is a culture," said Carville, who lives in New Orleans and serves as the co-chairman of the Super Bowl host committee with his wife and fellow political pundit, Mary Matalin. "We have our own food, our own music, our own social structure, our own architecture, our own body of literature. By God, we have our own funerals."


Carville pointed out that Dallas spent about $38 million to host a Super Bowl two seasons ago, that Indianapolis spent about $25 million a year ago, and that New Orleans spent about $13 million.


"I wish that I could tell you that it's because we're just so much more efficient," Carville said. "The truth of the matter is we don't have to create anything in New Orleans. It's here. It's been here for 294 years. We just have to take what we have, shine it up a little bit, add a little something here and there — but 294 years of history and culture stand on its own."


Of course, Carville was not counting the billions of dollars spent in the past seven-plus years to rebuild New Orleans since Katrina pushed tidal surges through crumbling levees and flooded 80 percent of the city.


Extensive renovations to the Superdome, done in several phases during six years, ran about $336 million, transforming the stadium to a facility better equipped to host a Super Bowl than it was back in 2002. The lower bowl has all new seats, wider concourses and more concession areas, not to mention exclusive "bunker" clubs for those who pay top dollar. There are four high-end club lounges around the second deck which did not exist before the storm. The smaller suites ringing the stadium have all been remodeled and more have been added to total 152.


The faded gray siding that lined the stadium when the Super Bowl was last played there has been replaced. The dents from flying storm debris are gone and it has been restored to its original, glistening champagne color, which serves as the canvass for nightly light shows. The roof was completely rebuilt and there is now a public plaza called Champions Square adjacent to the dome, where part of a shopping mall used to be.


The Louis Armstrong International Airport has undergone $350 million in upgrades, with work going on right up until this month.


Streets throughout much of the city, including downtown and the French Quarter, have been repaved.


A new streetcar line, which opened on Monday morning, can shuttle people from the city's main train and bus station a few blocks from the Superdome to Canal Street, where downtown meets the French Quarter.


There are more restaurants in the metro area than before Katrina. Hotels throughout downtown have been renovated and some new ones have gone up, adding more than 4,000 more rooms than there were in 2005.


The 1,200-room Hyatt Hotel, with the signature giant Lombardi Trophy mural,, finally reopened a little more than a year ago after a $275 million renovation. During Katrina, hundreds of its windows blew out, leaving shredded curtains flapping in the wind. Now it is home to new restaurants and rebuilt convention space.


"The city looks great," said Jerry Romig, the Saints' 83-year-old public address announcer, a lifelong New Orleans resident who has been involved in some capacity in the previous nine Super Bowls. "It's never looked better."


He also takes issue with the idea that sympathy for New Orleans' suffering played a role in NFL owners awarding the city this Super Bowl.


"The New Orleanean's attitude is they would be very upset if the NFL was going to throw you a bone because you went through a hard time," Romig said. "The New Orleanean would think, 'We should get this game every year because we're the best place for it.' ... We've got everything that's necessary to make it a success and that's being shown better this year than past years."


Pockets of the city still bear obvious scars from Hurricane Katrina, most notably in eastern and low-lying portions of the city — like the lower Ninth Ward — were many homes were wiped out and many residents were too poor to rebuild.


So-called "Katrina tours" are still offered, with vans carting the curious to areas where they can see the remnants of the devastation — abandoned, crumbling homes and schools, and streets overgrown with weeds and brush.


When the city was bidding for the 2013 Super Bowl, it floated the idea of a Super Saturday of Service, whereby volunteers could undertake community projects to improve the city. This Saturday, restoration work will be done on five properties run by the New Orleans Recreational Department, including a high school football field where the Archie Manning's sons once played. After Sunday, the field will be the new home of the turf used in the Super Bowl.


Despite the community's ongoing needs, New Orleans has proved repeatedly in recent years that the heart of the city can successfully stage major national events. It hosted college football's BCS national championships in 2008 and 2012, an NBA All-Star game in 2008 and an NCAA men's Final Four in 2012.


Yet given how New Orleans was once a regular Super Bowl city, the return of the NFL's biggest game carries more symbolic weight than any single event since the storm.


"This is just another huge example of how the people of this city, who were 15 feet under water, are now on top of the world," Landrieu said.

Soldier talks about his new arms after transplant


BALTIMORE (AP) — A soldier who lost all four limbs in an Iraq roadside bombing has two new arms following a double transplant at Johns Hopkins Hospital.


Twenty-six-year-old Brendan Marrocco along with the surgeons who treated him will be at the Baltimore hospital on Tuesday to discuss the new limbs.


The transplants are only the seventh double-hand or double-arm transplant ever conducted in the United States.


The infantryman was injured by a roadside bomb in 2009. The New York City man also received bone marrow from the same dead donor. The approach is aimed at helping his body accept the new arms with minimal medication to prevent rejection.


The military is sponsoring operations like these to help wounded troops. About 300 have lost arms or hands in the wars.

Rupert Sanders' wife files for divorce in LA


LOS ANGELES (AP) — Rupert Sanders' wife has filed for divorce five months after it was revealed the director had a brief affair with actress Kristen Stewart.


Liberty Ross, Sanders' wife of more than nine years, filed for divorce Friday in Los Angeles citing irreconcilable differences.


Ross' filing cites irreconcilable differences for the couple's breakup. They have two children, an 8-year-old daughter and 6-year-old son.


The model-actress is seeking joint custody of the children and spousal support from her estranged husband, who directed Stewart in "Snow White and the Huntsman."


TMZ, which first reported the filing, stated that Sanders also filed divorce paperwork but it was not available on Monday.


Stewart, who has been dating "Twilight" co-star Robert Pattinson, apologized for her fling with Sanders in July after it was revealed by US Weekly.

787 worst-case scenario: $5B writeoff by Boeing









As government regulators investigate Boeing's 787 Dreamliner and company engineers seek solutions, investors and analysts are grappling with the question: How much will the plane's grounding cost?

The answer depends on what probes in the United States and Japan uncover, with scenarios ranging from a quick resolution if a few defective parts have to be swapped out to a drawn-out inquiry that requires a fundamental redesign. The worst case scenario: The Dreamliner's problems run so deep that Chief Executive Jim McNerney has to write off about $5 billion in anticipated revenue, said Howard Rubel, a Jefferies & Co. analyst who puts the odds of that at about 4 percent.

The costs are likely to be much less, in the hundreds of millions of dollars, say investors and analysts, including New York-based Rubel. That would let Boeing, which reports 2012 earnings Jan. 30, reap the rewards of what he estimates was a $25 billion investment in the plane, clearing the way for a profit surge and more money for investors.

"As far as dividend growth, cash flow and share buybacks, I think that's still intact," said Gary Bradshaw, a fund manager at Hodges Capital Management in Dallas, who added to his Boeing stake after a fire broke out on a Dreamliner Jan. 7.

U.S. investigators are still searching for what caused the fire in the lithium-ion batteries on a Japan Airlines Co. 787 in Boston that day and a fault that forced an All Nippon Airways Co. plane to make an emergency landing in Japan Jan. 16. The jet debuted commercially in 2011, and 50 have been delivered so far.

The grounding will most likely cost Boeing $550 million, Rubel wrote in a report with a range of potential expenses, from $125 million to reimburse carriers that lease replacement jets to the $5 billion writeoff. Doug Harned, a Sanford C. Bernstein & Co. analyst in New York, estimated Boeing's expense at less than $350 million.

With probes under way by the Federal Aviation Administration and the National Transportation Safety Board, McNerney will face questions on this week's earnings call that he won't be able to answer. Chicago-based Boeing is due to give its 2013 financial forecast and delivery plans.

"We are working this issue tirelessly," Chaz Bickers, a spokesman, said of the 787. "At the same time, we are keeping our other teams keenly focused on their own program performance and customer commitments."

Earnings per share may rise more than 50 percent, to $7.69 by 2015 from $5 in 2012, the average estimate of four analysts surveyed by Bloomberg. Analysts project that Boeing garnered $81.7 billion in sales last year, which may grow to $87.9 billion in 2013.

The planemaker has said it plans to double 787 output to 10 a month this year as it pares a backlog of about 800 unfilled orders. That's one piece of the company's 60 percent production boost in the four years through 2014 to meet demand from airlines for more fuel-efficient planes.

"You look out a couple of years and they could be earning $8 a share, and then you really have a cheap stock," said Bradshaw, at Hodges Capital Management.

Bernstein's Harned estimated that Boeing had set a 787 delivery target of 93 jets for 2013. The planemaker gets a big chunk of the price before delivery, so even if 20 jets push into 2014, only about $1 billion in cash flow would be delayed, and that would be quickly made up, Harned said in a Jan. 22 note.

The shares haven't fallen further in part because investors are used to Dreamliner woes after seven delays pushed back its entry into service by more than three years, according to Carter Leake, a BB&T Capital Markets analyst in Richmond, Va.

In a worst-case scenario, the model may be grounded more than three months, which could force a production slowdown, said Leake, a former pilot who also worked for Canadian planemaker Bombardier Inc. While Boeing continues to assemble 787s, the grounding has halted deliveries, because buyers couldn't fly away in their new planes.

"The market is in a period of disbelief that it could be anything other than a quick fix, despite the fact that we're in an open investigation," Leake said.

Boeing felt the weight of investors' 787 dismay before the grounding. Through last week, the shares had slumped 26 percent since the day before the planemaker disclosed the first Dreamliner delay, in October 2007.

Any reworking of the Dreamliner would come alongside the development this year of the 787-9, a stretched version of the plane, and the upgraded 737 Max, which is scheduled to enter airline fleets in 2017. The planemaker is also working to develop a 787-10 variant and a revamp of the 777.

Concurrent projects have proved a risk in the past, with the Dreamliner's struggles spilling onto the 747-8 jumbo jet program. Its 2011 debut came two years late after Boeing shifted engineers to help on the 787.

The Dreamliner has long been pivotal to Boeing's product strategy. With the plane's promise of a 20 percent gain in fuel economy over comparable wide-bodies, Boeing markets the 787 as a way for airlines to fly long-haul routes without larger 777s or 747 jumbo jets. The 787-8, the only model in service, seats as many as 250 people and lists for about $207 million, though buyers typically get a discount.

The Dreamliner's early setbacks echo the "teething" pains common to new jet models, said Gary Flam, a partner at Bel Air Investment Advisors in Los Angeles, whose holdings include Boeing.

"The market in general is telling you there's some caution, but not tremendous concern yet," Flam said. "I've actually been surprised how well the stock has acted given the news."

In the 1990s, Boeing's 777 encountered delays in getting FAA approval for its engines, and some planes were pulled from trans-Atlantic flights because of power-plant issues.

Among additional early glitches was the delay of the 747's first commercial flight, two decades previously, also for engine troubles. Later, the planemaker had to redesign a rudder-control part on the 737 and replace it on all the jets.

"Boeing has a very strong record of being able to surmount these issues," said Peter Jankovskis, who helps manage $3 billion of assets including Boeing stock as chief investment officer for Oakbrook Investments LLC in Lisle, Illinois. "We remain confident in Boeing and their management and technical teams' ability to solve these issues."

Shareholders hoping for clues about the progress of that effort didn't get much when the NTSB gave a briefing last week on its "methodical" inquiry. The agency said yesterday that investigators found no evidence of flaws in the battery charger that would have caused the Boston fire. No problems were found in the auxiliary power unit, which contains the battery, either, the NTSB said.

Investors' support for Boeing and the 787 remains tied to the idea that the faults are in the lithium-ion battery packs, not a fundamental defect in the planemaker's most technologically advanced jet ever, according to Leake, the BB&T analyst.

"If, as this unfolds, it's anything more than a defective battery, then that confidence will start to wane," he said.

WASHINGTON — A bipartisan group of senators has agreed on a plan to grant legal status to most of the estimated 11 million illegal immigrants in the U.S., which could form the basis for a far-reaching overhaul of immigration laws this year.


The Senate blueprint, drafted during weeks of closed-door meetings by leading senators from each party, will probably set parameters for a contentious legislative battle over the next several months. The eight senators involved intend to release their proposal publicly Monday. A copy was provided to The Times' Washington bureau on Sunday by Senate aides.


The Senate plan is more conservative than President Obama's proposal, which he plans to unveil Tuesday in a speech in Las Vegas. But its provisions for legalizing millions of undocumented immigrants go further than measures that failed to advance in Congress in previous years — a reminder of how swiftly the politics of immigration have shifted since Latino voters' strong influence in the November election.








In terms of the number of people who would potentially receive legal status, it would be more than three times larger than the amnesty plan passed under President Reagan in 1986, which legalized about 3 million immigrants.


The senators involved hope to begin committee votes on a bill as soon as March. The timing of their proposal and Obama's, coupled with that schedule — quick by Senate standards — could set up a dynamic in which an eventual bill falls somewhere between the bipartisan plan and the president's.


Latino activists and other advocates for comprehensive immigration reform have pushed for quick action in the Senate, hoping that a large bipartisan vote for a bill that includes a path to citizenship would put pressure on the House.


Many members of the House Republican majority represent districts where proposals for legalization remain highly unpopular, but many Republicans also worry about the political price if the party takes the blame for killing immigration reform.


The Senate proposal would allow most of those in the country illegally to obtain probationary legal status immediately by paying a fine and back taxes and passing a background check. That would make them eligible to work and live in the U.S. They could earn a green card — permanent residency — after the government certifies that the U.S.-Mexican border has become secure, but might face a lengthy process before becoming citizens.


Obama is expected to push for a faster citizenship process that would not be conditional on border security standards being met first. The structure of the citizenship process will probably be among the most hotly debated parts of any immigration plan.


Less-controversial provisions would tighten requirements on employers to check the immigration status of new workers; increase the number of visas for high-skilled jobs; provide green cards automatically to people who earn master's degrees or PhDs in science, technology or math at U.S. universities; and create an agricultural guest-worker program.


On Sunday, a White House spokesman said the president was "pleased that progress is being made with bipartisan support."


"At the same time, he will not be satisfied until there is meaningful reform, and he will continue to urge Congress to act," Obama spokesman Clark Stevens said.


Sen. Charles E. Schumer (D-N.Y.), who heads the Senate subcommittee that handles immigration legislation, briefed the White House on Sunday, according to a Senate aide who spoke on condition of anonymity because he was not authorized to discuss the matter publicly.


The eight senators scrambled over the weekend to come to an agreement before Obama unveiled his plan, hoping to head off any potential Republican backlash against a White House proposal and show common ground.


At a news conference Sunday in New York, Schumer noted that "the devil is in the details," but said that he and the other senators in the group had made good progress.


"I'm impressed with my colleagues on both sides of the aisle over their desire to meet in the middle. We can't pass it without both Democrats and Republicans," said Schumer, adding that he and Sen. John McCain (R-Ariz.) had "developed a little bit of a friendship" during the negotiations.


The group has met in person five times in Washington since the November election, alternating between the Capitol Hill offices of Schumer and McCain. Participants include Democrats Richard J. Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado, and Republicans Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.


Rubio, a conservative favorite widely seen as a potential contender for the GOP presidential nomination in 2016, was asked to join the Senate group in early December. In their discussions, Rubio focused on strengthening employee-verification provisions and improving border security before the new class of immigrants could be eligible for citizenship, a Senate aide said.


So far, the group has negotiated legislative language on implementing the legalization program and on increasing border security, said a Senate aide familiar with the discussions. The senators will turn their attention next to details on how to increase the flow of legal immigration to reduce the incentive for illegal border crossings, the aide said.


One sticking point could be how the government decides the border is secure — the determination that would trigger the provisions allowing citizenship.


The senators have proposed a commission of border-state governors, attorneys general and community leaders to monitor border security. But if the government fails to meet the panel's standard, those granted the new probationary legal status could be living indefinitely as a second class of Americans, allowed to remain in the U.S. but unable to vote, enroll in Medicare or receive federal student loans.


Another issue involves establishing an exit-visa system to track when people leave the country. The proposal calls for exit visas at seaports and airports, but does not specify whether they also would be required at land border crossings, which could be considerably more expensive. A system for tracking when people leave is a priority for the senators, because about 40% of the country's estimated 11 million illegal immigrants entered with a legal visa and overstayed.


Even before the bipartisan plan's release, immigration experts have said the chances for reform are better than in previous years.


"When both ends of Pennsylvania Avenue are talking about the issue in calm tones but with a sense of urgency, that is the makings for legislative action," said Angela Kelley, an expert on immigration policy at the Center for American Progress, a liberal think tank in Washington.


Both the White House and lawmakers seem to be moving fast to get a bill introduced, Kelley said, adding: "The players are about as caffeinated as I've seen them."

Tiger headed toward another win at Torrey


SAN DIEGO (AP) — The Pacific air was so cold at the end of a 10-hour day at Torrey Pines that Tiger Woods thrust both hands in the front pockets of his rain pants as he walked off the course at the Farmers Insurance Open.


It was a fitting image. Woods made a marathon day look like he was out for a stroll.


Staked to a two-shot lead going into the third round of this fog-delayed tournament, Woods drove the ball where he was aiming and was hardly ever out of position. Even with a bogey on the final hole — the easiest on the back nine — Woods still had a 3-under 69 and expanded his lead by two shots.


In the seven holes he played in the fourth round later Sunday afternoon, Woods hit the ball all over the course and still made three birdies to add two more strokes to his lead.


Thanks to the fog that wiped out an entire day of golf on Saturday, the Farmers Insurance Open didn't stand a chance of finishing on Sunday.


Woods just made it look like it was over.


He had a six-shot lead with 11 holes to play going into the conclusion of the final round on Monday. The two guys chasing him were Brandt Snedeker, the defending champion, and Nick Watney, who won at Torrey Pines in 2008. Neither was waving a white flag. Both understood how much the odds were stacked against them.


"I've got a guy at the top of the leaderboard that doesn't like giving up leads," Snedeker said. "So I have to go catch him."


"All we can do tomorrow is go out and try to make him think about it a little bit and see what happens," Watney said.


And then there was Erik Compton, a two-time heart transplant recipient who had a birdie-eagle finish in the third round that put him in third place through 54 holes, still five shots behind Woods. Someone asked Compton about trying to chase Woods. He laughed.


"I'm trying to chase myself," he said.


Woods was at 17-under par for the tournament, and more than just a six-shot lead was in his corner.


He finished the third round at 14-under 202, making it the 16th time on the PGA Tour that he had at least a four-shot lead going into the final round. His record on the PGA Tour with the outright lead after 54 holes is 38-2, the exceptions being Ed Fiori in 1996 when Woods was a 20-year-old rookie and Y.E. Yang in the 2009 PGA Championship.


Woods attributed his big lead to the "whole package."


"I've driven the ball well, I've hit my irons well, and I've chipped and putted well," he said. "Well, I've hit good putts. They all haven't gone in."


Woods has a good history of Monday finishes, starting with Torrey Pines. It was on this course along the coast north of La Jolla that Woods won a 19-hole playoff against Rocco Mediate to capture the 2008 U.S. Open for his 14th major.


He also won the Pebble Beach National Pro-Am on a Monday in 2000 when he rallied from seven shots behind with seven holes to play. He won his lone title in The Players Championship on a Monday, along with a five-shot win in the Memorial in 2000, and a scheduled Monday finish in the Deutsche Bank Championship outside Boston.


Woods even gets to sleep in.


A Monday finish because of weather typically resumes in the morning so players can get to the next tournament. CBS Sports, however, decided it wanted to televise the conclusion, and so play won't begin until 2 p.m. EST. That decision might have been based on Woods being headed toward victory — just a hunch.


Woods already has won seven times at Torrey Pines, including the U.S. Open. That matches his PGA Tour record at Bay Hill and Firestone (Sam Snead won the Greensboro Open eight times, four each on a different course).


The tournament isn't over, and Woods doesn't see it that way.


"I've got to continue with executing my game plan. That's the idea," he said. "I've got 11 holes to play, and I've got to play them well."


He seized control with his 69 in the third round that gave him a four-shot lead, and he might have put this away in the two hours he played before darkness stopped play.


He badly missed the first fairway to the left, but had a gap through the Torrey pines to the green and had a two-putt par. He missed his next shot so far to the left that the ball wound up in the first cut of the adjacent sixth fairway. He still managed a simple up-and-down for par.


After a 10-foot birdie on the par-3 third, Woods couldn't afford to go left off the tee again because of the PGA Tour's largest water hazard — the Pacific Ocean. So he went miles right, beyond a cart path, a tree blocking his way to the green. He hit a cut shot that came up safely short of the green, and then chipped in from 40 feet for birdie.


"I was able to play those holes in 2-under par," Woods said. "And then I hit three great drives right in a row."


One of them wasn't that great — it was in the right rough, the ball so buried that from 214 yards that Woods hit a 5-wood. It scooted down the fairway and onto the green, setting up a two-putt birdie the stretched his lead to six shots. And after another good drive, the horn sounded to stop play. Because it was due to weather, Woods was able to finish the hole, and he two-putted for par.


Eleven holes on Monday were all that were keeping him from his 75th career win on the PGA Tour, and delivering a message to the rest of golf that there could be more of this to follow no matter what the golf course.
